March 15th was a big night for Portland’s Charter Commission. Commissioners did a straw poll on the package they want to send to voters. Hold on to your hat - here’s the latest:
Increase the size of the city council to 13 members including the mayor.
Divide Portland into 4 multi-member districts with 3 representatives each
Vote by Ranked Choice Voting in staggered November elections (eliminating the primary).
Transition to what appears to be a hybrid form of government with elements from both mayor-council and council-manager forms of government.
Mayor to serve on city council with no veto power.
Mayor to appoint a Chief Administrative Officer (which commissioners are calling a city manager) but mayor will likely need council approval for both hiring and firing the CAO.
CAO is supervised by Mayor (unclear if CAO answers to Council).
CAO has power to hire and fire bureau heads.
Keep in mind that this is not the final version of the package and no official vote has been taken.
